OTTAWA — Canada and the European Union are moving toward a deeper economic and strategic relationship as Canadian Prime Minister Mark Carney calls for greater cooperation with Europe in an increasingly competitive international environment.
The issue gained attention this week after European Commission President Ursula von der Leyen proposed that Canada become the European Union’s first “associate member.” The designation does not currently exist under the EU’s treaties, and the details of what such a relationship would involve have yet to be established.
