WASHINGTON — Talks between senior U.S. and Russian officials are raising the possibility that Russian natural gas could eventually return to European markets, including through the Nord Stream pipeline network that previously supplied Germany.

U.S. Special Envoy Jared Kushner and Russian presidential adviser Kirill Dmitriev have discussed the possibility of bringing U.S. investment into the Nord Stream pipelines, according to people familiar with the discussions.

The discussions are part of broader efforts to develop economic ties between Washington and Moscow alongside negotiations over the war in Ukraine. Any renewed gas flows would depend on the conflict ending and major legal and political obstacles being resolved.

The Nord Stream pipelines are currently subject to U.S. and European Union sanctions. European countries have also moved to reduce their dependence on Russian energy, making an immediate restart unlikely.

A U.S. official said any potential agreements would have to involve the appropriate U.S. government agencies and benefit American taxpayers and companies. The extent to which Washington supports restarting Russian gas deliveries to Europe remains unclear.

For now, no agreement to resume Russian gas exports to Europe has been reached, and significant political, legal and economic barriers remain.
