Russia’s Defense Ministry said its forces hit an electrical substation near Sumy in northeastern Ukraine with an aerial bomb. The ministry said the Aerospace Forces used a FAB-500 bomb and released footage of the strike. The ministry said the substation supplied electricity to Ukrainian defense industry facilities. Ukrainian officials had not publicly confirmed the strike or described any damage in the sources reviewed, and the claim could not be independently verified.
The ministry’s account described the strike as part of a wider overnight attack. Russian forces also reported hitting a dry cargo ship in the port of Odesa that they said carried dual-use cargo. Separately, Moscow said on Thursday that it struck a 330-kilovolt substation in the Dnipropetrovsk region.
The reports come as Russian attacks on Ukraine’s energy system continue. Russia has intensified attacks on the power grid, and Kyiv has had rolling blackouts since mid-October. On November 1, President Volodymyr Zelenskyy said hundreds of thousands of families lost electricity after overnight strikes on energy infrastructure. Ukraine has also been striking Russian energy and industrial targets, including fires reported in an industrial zone in Ryazan.
A Russian official quoted by TASS said the strikes on Ukrainian infrastructure were provoked by Ukraine, which he said launched attacks on Russia first. Ukraine says Russia is deliberately targeting civilian energy infrastructure.
