U.S. President Donald Trump announced on Friday, October 9, that Russia would immediately supply more than 300,000 metric tons of diesel to the American and global markets following a phone conversation with Russian President Vladimir Putin. Trump said Russia would provide another 500,000 tons in November, followed by 1 million tons and an additional 3 million tons within a short period, depending on the condition of Russian diesel refineries. He said the agreement was intended to bring down fuel prices for American consumers, farmers, ranchers and truckers.

The announcement comes as diesel prices in the United States remain high amid disruptions to global energy supplies linked to the war involving Iran. Following Trump’s announcement, the U.S. Treasury Department issued a temporary license allowing certain Russian diesel shipments to enter global markets without being subject to U.S. sanctions until April 2027. The agreement marks a shift in Washington’s policy toward Moscow, as the United States has restricted Russian energy trade since Russia’s full-scale invasion of Ukraine in 2022.

Ukrainian President Volodymyr Zelenskyy criticized the decision, warning that easing sanctions could provide Russia with additional revenue to support its war against Ukraine. Meanwhile, energy analysts cautioned that the deal may have only a limited effect on fuel prices because the shipments could redirect existing supplies rather than significantly increase global availability. U.S. officials have not yet provided full details on payment arrangements or the precise delivery schedule for the announced shipments.
