The European Commission just fined Chinese shopping app Temu €200 million (~$232 million) under the Digital Services Act after a mystery-shopping probe found chargers failing basic electrical safety tests and baby toys with chemicals over legal limits plus small parts that pose a choking risk. Temu — the overseas arm of China’s PDD Holdings / Pinduoduo empire — was designated a Very Large Online Platform in 2024 (45M+ EU users). The investigation opened October 2024; the decision landed 28 May 2026. Commissioner Henna Virkkunen called it “a very strong message.”

Temu calls the fine disproportionate, says it reflects 2024 systems, and is reviewing options. An action plan is due 28 August. This is only the second DSA fine of its kind — and it exposes the real mechanism behind impossible prices: factory-to-door speed, thin seller vetting, and safety testing that costs money rock-bottom listings don’t budget for.
