KYIV/MOSCOW — A renewed U.S. diplomatic effort to end the Russia-Ukraine war is showing signs of movement, but the latest meetings have stopped short of producing a breakthrough.
U.S. envoys Steve Witkoff and Jared Kushner traveled from Moscow to Kyiv after holding lengthy discussions with Russian President Vladimir Putin. In Kyiv, they held what Ukrainian officials described as substantive discussions with President Volodymyr Zelenskyy about ending the war and preparing for continued fighting through the winter.
The Kremlin said Monday that Russia does not rule out restarting trilateral negotiations involving Russia, Ukraine and the United States. Kremlin spokesman Dmitry Peskov, however, said it remains too early to discuss when or where such talks could take place.

The American envoys are attempting to revive a negotiating format involving all three countries. Kushner said after the Kyiv meetings that the United States wants to return to a trilateral format and hopes to make progress soon.

Despite the diplomatic activity, Zelenskyy expects the fighting to continue into the winter.
Ukraine is seeking additional air-defense assistance and support for its energy infrastructure as it prepares for another difficult winter. The possibility of renewed Russian attacks against Ukraine’s power infrastructure remains a major concern.
