WASHINGTON — A foundation headed by a former Shanghai police official has purchased a historic Washington, D.C., office building located roughly 650 feet from the White House grounds, prompting renewed concerns among national security experts about the potential risks posed by foreign-linked ownership near sensitive U.S. government facilities.
The Securities Building at 729 15th Street NW was purchased for approximately $8.4 million on July 21, 2026, according to District of Columbia property records cited in an investigation by the Daily Caller News Foundation. The buyer was identified as the Philip Qiu and Family Foundation, named for Philip Qiu, also known as Qiu Feili.
The transaction has drawn particular scrutiny because of Qiu’s reported history in China’s security establishment and his subsequent positions in organizations associated with the Chinese Communist Party’s United Front system.
Former Shanghai Police Detective Behind Purchase
According to records reviewed by the Daily Caller News Foundation, Qiu began his career as a detective with the Criminal Investigation Team of the Shanghai Public Security Bureau. The bureau operates under China’s Ministry of Public Security.
Qiu later held positions connected to organizations within the CCP’s United Front Work Department, a system Beijing uses for overseas outreach, influence and political activities.
The House Select Committee on the CCP has described the United Front system as involving a combination of engagement, influence activities and intelligence-related operations.
Qiu’s foundation has also been connected to the Chinese American Museum in Washington, D.C., which he co-founded in 2017, according to reports based on the Daily Caller investigation.
‘Special Forces Training’ and Marksmanship Record
Perhaps the most striking detail to emerge from the investigation concerns Qiu’s military-style training.
A Shanghai Jiao Tong University account from 2011 reportedly said Qiu had undergone “special forces training” before participating in a simulated battle during a university program.
According to the translated university account cited by the Daily Caller, Qiu commanded one side during the exercise and recorded the best individual marksmanship result, hitting targets with 42 shots. The report described the performance as the exercise’s top “sniper” record.
Importantly, available records do not establish that Qiu served professionally as a military sniper or as a member of a Chinese special forces unit. They indicate that he received special-forces-style training and performed particularly well in the simulated exercise.
That distinction is significant because some reports have referred to Qiu as a “trained CCP sniper,” while the underlying documentation is more limited.
Building’s Location Raises Alarm
The Securities Building’s location is at the center of the controversy.
The nine-story, roughly century-old property sits approximately 650 feet northeast of the White House grounds, putting it exceptionally close to the executive residence and surrounding government facilities.
Former CIA operations officer Bryan Dean Wright told the Daily Caller that ownership of property in such a strategic location could potentially provide opportunities for intelligence collection.
Wright raised the possibility of surveillance equipment being used to collect communications or other electronic information, while also warning that properties close to sensitive government facilities can provide opportunities for intelligence operations.
There is no public evidence that Qiu or his foundation has used the building for espionage, surveillance or any other illegal activity.
The concern raised by experts is based on the combination of the property’s location and Qiu’s reported background.
Qiu Has Not Responded to Requests for Comment
The Daily Caller News Foundation reported that Qiu did not respond to multiple requests for comment regarding the purchase and his background.
The available reporting does not establish that the purchase was directed by the Chinese government or that the building is being used as an intelligence facility.
However, the buyer’s reported history has intensified questions over whether the U.S. government should subject strategically located foreign-linked real estate transactions to greater scrutiny.
Ties to China’s United Front System
Qiu’s reported involvement with China’s overseas Chinese organizations has added another layer to the controversy.
According to Chinese government announcements and records translated and reviewed by the Daily Caller, Qiu has held leadership positions within organizations connected to the United Front system, including the Shanghai Overseas Chinese Foundation.
He has reportedly served as chairman of that foundation since 2021.
The United Front network has come under increasing scrutiny in Washington because of concerns that Beijing uses affiliated organizations to build influence and relationships abroad.
The House Select Committee on the CCP has separately investigated Chinese influence operations and networks operating in the United States.
A New Security Question for Washington
The purchase comes as U.S. officials and lawmakers continue examining China’s efforts to obtain access to American technology, infrastructure, institutions and strategic locations.
The Biden-era concerns over Chinese-linked property near military installations have increasingly broadened into questions about real estate located near other sensitive government facilities.
The Securities Building purchase adds an unusual element: a former Chinese public-security official with reported ties to CCP-affiliated organizations now controls property less than a quarter-mile from the White House.
Whether the property presents an actual intelligence threat remains unproven.
But its location—and the background of the individual associated with its ownership—are likely to ensure that the transaction receives continued scrutiny.
